Add option to use Chat in unranked during games instead of being able to taunt.#698

Being able to say “too good” after a cool combo or “lol” after an SD is such an intrinsic part of playing melee to me, that simple option of making small talk during a game about the game makes everything so much more fun. You can now tell if a person is BMing you or just accidentally being annoying. Trash talk during a game when you’re up 3 stocks to 1 etc. Probably only people who have this option selected would be able to see opponents chat messages too. An “Opt In” type of system so you cant get trolled if you dont want to.
