Setting for maximum acceptable ping/latency#676

I want to set my maximum network delay to ensure a consistent experience when playing online. Playing in-state at 5-20ms vs 50-80 when playing opponents farther away feels significantly different. I’m willing to wait longer during matchmaking for this.
