Regional Leaderboards#619

Lots of regions/states are creating their own custom leaderboards where players have to manually register themselves. It would be nice to have this automatically integrated into the site on a more granular level. For example, we could have different leaderboards by state in the US, or by region (midwest, east coast, west coast… Alaska).
