Connection Quality Indicator#567

A connection quality indicator that can be both in-game or just in dolphin same as PING. This would be based of rollback lengths and/or rollback Frequency.

If possible hide ping by default and show this instead so people don’t quit out biased byoutdated ping thresholds. However they can still turn it back on if desired.
