Enable 2F delay in single-player modes#225

Currently, you have to close the game, reset into a Dolphin netplay session with buffer, and then reset the game to start matchmaking if you want to do any single player modes before you play online.

Please give us an option to enable our netplay delay in offline modes

I knew about this well before release. Unfortunately it’s not super easy from a technical standpoint otherwise it would already be in. Not sure when I’ll have time to do this
